Commission Publishes State of the Digital Decade 2025 Report
The European Commission’s State of the Digital Decade 2025 report provides a comprehensive assessment of the EU’s progress toward the Digital Decade Policy Programme 2030 targets. The evaluation highlights notable advancements, particularly in basic 5G coverage and the deployment of edge nodes, which are essential for supporting next-generation digital infrastructure. However, the report identifies persistent gaps in key areas such as artificial intelligence, semiconductors, stand-alone 5G networks, digital skills, and the protection of vulnerable groups, including children.
Despite increased efforts from Member States, the EU remains significantly short of its technological ambitions. National Digital Decade roadmaps collectively account for measures valued at €288.6 billion, reflecting a substantial commitment to digital transformation. Nevertheless, the report stresses that current initiatives are insufficient to close the gap with global digital leaders, particularly regarding foundational technologies and the upskilling of the workforce.
The Commission calls for enhanced public and private sector intervention and investment to bolster the EU’s technological capacity. Strengthening digital infrastructure and addressing digital skills shortages are identified as critical priorities. The report also underscores the need for coordinated actions to ensure that digital transformation is inclusive and safeguards vulnerable groups, emphasizing the importance of regulatory and policy alignment across Member States.
In addition to the main report, the 2025 package includes an annex with horizontal recommendations, full country reports, and concise summaries for all 27 EU Member States. These resources offer valuable insights into national progress and provide practical guidance for policymakers, legal professionals, and stakeholders engaged in shaping the EU’s digital future.
