Commission Publishes First EU AI Act Harmonized Standard
The European Commission has published the reference to EN 18286:2026, the first harmonized standard supporting implementation of the EU AI Act. The reference appeared in the Official Journal through Commission Implementing Decision (EU) 2026/2274.
EN 18286 addresses the quality management system requirements for providers of high-risk AI systems under Article 17 of the AI Act. Providers that apply the standard benefit from a presumption of conformity for the Article 17 requirements within its scope.
Developed by CEN and CENELEC, the standard turns Article 17 into operational QMS measures structured around the AI system lifecycle. It is currently the only AI quality management system standard that provides this presumption of conformity under the AI Act.
The standard is designed to supplement, rather than replace, established management systems such as ISO/IEC 42001, ISO 9001, and sector-specific systems including ISO 13485. It expressly supports integrated management systems, which is particularly relevant for providers operating in regulated sectors.
Organizations without ISO/IEC 42001 may use EN 18286 to extend an existing quality management system or establish a new one for high-risk AI systems placed on, or put into service in, the EU market. Its publication is an important step before the AI Act’s high-risk AI requirements become applicable, with further harmonized standards expected.
