ECB selects digital euro service providers
The European Central Bank has announced the selection of providers for five components of the prospective digital euro, following a call for applications launched on 3 January 2024 and subsequent tenders. Results were published on 2 October 2025 and updated on 15 October 2025 to reflect the second-ranked provider for the offline solution, now listed as equensWorldline. Framework agreements have been signed, but no payments are triggered at this stage.
For risk and fraud management, Feedzai is first-ranked, with Capgemini Deutschland as second. App and SDK development will be led by Almaviva SpA and Fabrick SpA, with Sapient GmbH and Tremend Software Consulting S.R.L second. The offline solution is assigned to Giesecke+Devrient as first-ranked and equensWorldline as second. Secure exchange of payment information is awarded to Senacor FCS first and equensWorldline second.
Service requests will initially be directed to first-ranked providers, with second-ranked providers engaged only if required. The ECB emphasized that the decision to issue a digital euro remains contingent on the adoption of the Digital Euro Regulation, and actual component development will depend on the ECB Governing Council’s decision on any next project phase.
The framework agreements include safeguards to adjust the scope in line with legislative changes, underscoring regulatory dependency and staged implementation. This procurement outcome signals technical readiness while maintaining governance discipline, ensuring alignment with EU legislative processes and risk controls before any rollout.
